Gaia-X Hub Portugal announced at the Gaia-X Summit 2025 held in Porto on 20 and 21 November the launch of the 2nd version of the Position Paper within the scope of its Smart Communities Working Group (GTCI). Entitled ‘From Data-Centred to Data-Driven: Gaia-X and the Architecture of Smart Public Administration", a "Position Paper for the domains of geoinformation, the public sector, and smart cities and regions of Gaia-X Hub Portugal’, this document was prepared by Ubiwhere, CCG/ZGDV Institute, IoTech, Instituto Politécnico de Tomar and reviewed by TICE.PT.
The GTCI's vision is that in the near future, data spaces for public administration, mobility, energy, and smart territories will operate in full federation to enable real-time collaboration between local authorities, citizens, and private partners. This requires continuous investment in semantic interoperability, data quality assurance, and secure, federated infrastructures anchored in trust and transparency. With its positioning, this WG is committed to acting as a national centre of competence for federated data governance, enabling the development of a resilient, interoperable and data-driven public sector that fully respects the European principles of digital sovereignty and social trust.
