Launch of the COMPLIANCE4DPP project
COMPLIANCE4DPP (Horizon Europe Grant Agreement No. 101298718), launched on 1 June 2026, is a new EU research and innovation project, coordinated by EIT Manufacturing East GmbH in Austria, bringing together a consortium of 19 partners from nine countries, including the TICE.PT Cluster.
Combining expertise in Gaia-X data spaces, industrial data ecosystems, regulatory compliance, open-source tools, circular manufacturing and SME engagement, the project focuses on building Digital Product Passports (DPPs), supporting their automatic compliance with Gaia-X principles.
As Europe accelerates its transition to a circular economy, Digital Product Passports — digital records containing essential information on a product’s origin, composition, environmental impact, repairability and recycling potential — are emerging as a key technology. The EU Action Plan for the Circular Economy, due to be adopted in 2026, sets the target of doubling material recycling and reuse rates by 2030, and DPPs are key to achieving this goal across all sectors, from electronics and the automotive industry to textiles and construction.
However, the full potential of DPPs has yet to be realised. Many businesses, particularly small and medium-sized enterprises (SMEs), currently view DPPs as a regulatory burden rather than an opportunity. Validating compliance amongst stakeholders and transactions within distributed data ecosystems remains technically complex, and the lack of interoperability and mutual trust between data systems continues to fragment value chains. Without the right infrastructure, DPPs risk becoming costly and isolated obligations rather than shared assets.
COMPLIANCE4DPP tackles these challenges head-on. The project draws on the concepts of Gaia-X and its proven data space practices to ensure transparency, openness, reliability, security and interoperability in data exchange — incorporating automated compliance verification (‘Compliance Definition as Code’) directly into the infrastructure on which industrial data ecosystems are already based.
TICE.PT, in its role as coordinator of the Gaia-X Hub Portugal, is the sole national representative in this project, and will focus its efforts on certain specification tasks and, primarily, on mobilising the national industrial sector to address this fundamental issue, as well as on the ongoing dissemination of the results achieved.
